Ms. Helen Burrows

Director

Ms. Helen Burrows is a justice sector reform specialist with 25 years of experience leading institutional modernisation across 50 countries in Asia, the Pacific, Africa, and Europe. With the Federal Court of Australia, the World Bank, and the Council of Europe, she has architected high-impact solutions for systemic challenges, including large-scale case backlog reduction, digital transformation roadmaps, and institutional change management. Having overseen the professional development of over 10,000 judges and court staff, Helen specialises in gathering and converting complex diagnostic data into practical, operational frameworks that drive measurable improvements in judicial efficiency, integrity, and the rule of law in diverse and challenging operating environments

Mr. Martin Clutterbuck

Manager

Martin is a lawyer with over 25 years’ experience in Australia, the Middle East, North Africa, Europe and Asia on access to justice and humanitarian law. Prior to joining the Federal Court in 2025 he supervised legal aid programmes in 9 countries in the Middle East and North Africa for 13 years.  He has worked for the EU as Head of Office of the Kosovo Property Claims Commission and for the UN as a Legal Officer in Timor Leste and Kosovo working on serious crimes prosecutions and legal aid.  Area of special interest include child rights, refugee/migration law and housing, land and property rights.

Aye Mya Mya Moe

Project Coordinator

As a Project Coordinator with several years of experience delivering international development programs across Asia and the Pacific, Moe is responsible for implementing regional and bilateral activities within the International Programs Unit at the Federal Court of Australia. Her role includes overseeing program logistics, stakeholder engagement, overall program finance and grants management. Previously, Moe worked as a Project Management Specialist with the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the U.S. Embassy in Myanmar, where she supported law enforcement capacity-building, drug demand reduction, and broader rule of law initiatives.

Tisha Shah

Project Coordinator

In her role as Project Coordinator, Tisha is responsible for the overall financial management of the Australia-Pacific Judicial Partnership. She is extremely passionate about law and development in the Pacific, having studied and interned in the region as a 2025 New Colombo Plan Scholar. Tisha is a Law and Economic final year student at the Australian National University and has previously interned in academia and the public sector.

Nicole Edgar

Project Administrator

Nicole has built a diverse career spanning administration, project support, travel, events, healthcare and law enforcement. Bringing strong organisational skills, a proactive approach, and a genuine passion for helping others, she enjoys working collaboratively to keep projects on track and deliver positive outcomes.

With a background in coordinating complex travel arrangements, logistics, managing stakeholder relationships and providing high-level administrative support, Nicole is dedicated to ensuring every detail is taken care of and every project is a success.
