Justice Thomas was appointed as a Judge of the Federal Court of Australia on 27 June 2017. 

Justice Thomas was the President of the Administrative Appeals Tribunal from June 2017 to January 2022. 

Prior to his appointment, His Honour was a Justice of the Supreme Court of Queensland and QCAT President from October 2013.

Justice Thomas was admitted as a solicitor of the Supreme Court of Queensland in 1979. He was a partner at Morris Fletcher and Cross (and later, the National Firm, Minter Ellison, after the firms merged) from 1981, where he predominantly practised in the field of dispute resolution. When he retired, he was the Senior Partner in Brisbane.
