Richard Ross Sinclair Tracey was appointed to the Federal Court in July 2006. He is based in Melbourne.

He graduated from the University of Melbourne as a Master of Laws and also holds the degree of Master of Laws from the University of Illinois. Between 1972 and 1987 he taught at the Law School of the University of Melbourne. He was called to the New South Wales Bar in 1975 and the Victorian Bar in 1982. He took silk in 1991.

He is presently the Judge Advocate General of the Australian Defence Force.
